The first two years of Casella's management of Juniper Ridge Landfill in West Old Town were spent preparing the site for sustainable commercial operations, according to Don Meagher, Casella's manager of planning and development in Maine.

In 2005, the heap was "stabilized," Meagher said - the process involved digging out the existing waste "bucketful by bucketful," mixing it with construction and demolition debris and layering it into a buildable foundation that would support future tiers.
